Meister; the pilot of GN-002 Dynames

Lockon Stratos pilots the green GN-002 Gundam Dynames, which specializes in sniping targets from afar. Needless to say, he himself specializes in sniping. He is always accompanied by his loyal and trustworthy sidekick, Haro! Haro is one of the main mascots of the Gundam series. But Gundam 00 is the first to use Haros in active combat. Haro's main duties consists of assisting Lockon with maneuvering the Gundam while he is sniping enemies in combat and also with keeping Lockon company.

In actual combat, Lockon of course acts often on the defensive team and rarely engages in close contact battles. His primary skills are in precise shooting. When enemies dodge his fire, Lockon is usually left at a strong disadvantage, so his success relies heavily on hitting spot on the first time. His dominant eye is his right eye, which unfortunately was the eye that got damaged in a battle later on in the series, while protecting Tieria Erde.

In terms of versatility, Lockon is one of the least able Meisters. Setsuna F Seiei and Allelujah Haptism are both skilled in close range and all around combat, and their Gundams are also capable of such maneuvering. Lockon, however, is focused on specializing in far-ranged battles, both in his skills and his Gundam's abilities, much like how Tieria is also restricted based on his Gundam's heavy build. I don't believe Lockon was the best pilot (in terms of all around skills), but he was the best sniper. His job was mainly to snipe, and he did that with brilliance.

Straying a little from Lockon, to give a ranking of the skills of the original Meisters, I'd have to say Allelujah Haptism ranks first, though this is largely due to him being experimented on in the Super Soldier Project. His Gundam is also capable of close range and farther distance fighting. Setsuna F Seiei would rank next, he is only limited by his over-reliance on the power of his Gundam. Lockon and Tieria Erde would follow after, with Lockon being a sniper and Tieria being limited by the power of his Gundam (and able to do different things based on his Gundam's form).
